Stuart is an internationally known management consultant, interim HR practitioner, and project manager, with proven experience managing culture change programmes, developing teams and working with senior managers in multi-cultural and multi-disciplinary settings. Since establishing himself as an interim manager at the beginning of 1990, he has worked in the UK and internationally providing solutions for culture change.


He has wide experience and a distinguished record of successful achievement in all aspects of general management, human resources management and development, industrial relations, employment relations, and project management.


Since mid-November 2005, Stuart has been resident in Barbados and, until mid-November 2008, manages the international technical assistance team of the the Barbados Health Sector Reform programme.


In the first half of 2005, Stuart worked in Egypt as the EC HR advisor in the Ministry of Health and Population. He defined and developed the HR strategy and supporting institutional arrangements for the health service.


Stuart has managed projects in East Timor (Joint EC/World Bank mission "Evaluation of the Health Sector Investment Programme in East Timor"), Egypt (Ministry of Health and Population), Bulgaria (World Bank funded project in NHIF), Croatia (DFID), NW Russia (EU TACIS project), the Gambia (EC), Lithuania (EU Phare project) and Estonia (EU Phare project), and Serbia (EAR).


He also worked in Sri Lanka, (Asian Development Bank, MTEF project, Ministry of Finance and Planning), and carried out the mid-term review of the European Commission 1999 Food Security Programme in Albania.
