Stuart Morgan


Stuart obtained the degree of Master of Arts (Law) from the University of Leicester, and Bachelor of Science in Social Science and Politics from the Open University. 

He is a Chartered Fellow of the Chartered Institute of Personnel and Development, a Fellow of the Chartered Management Institute, a Fellow of the Royal Society of Arts, a Fellow of the Royal Institute of Public Health, and a Member of the Institute of Healthcare Management. He also holds qualifications in mechanical engineering, and aircraft engineering. 

In 2003 he was honoured to be elected as a Fellow of the Royal Society of Medicine, which is an independent, apolitical organization of doctors, dentists, scientists and others involved in medicine and health care. 

Stuart has over thirty years experience in all aspects of project design, concept, rationale, project implementation, public administration reform, SME development, project management, EU DIS procedures, writing terms of reference for projects, institutional capacity building, public expenditure management systems, management information systems, procurement procedures, contract management and contract monitoring, and the implementation of change management programmes. 

Over the last eleven years, he has gained international experience in the Caribbean, S E Asia, Africa, and in many countries of Southern, Central and Eastern Europe. 

Stuart is currently working in Barbados as the resident project manager and health systems development advisor of the 9th EDF Barbados Health Sector Programme. During the first six months of 2005, Stuart worked in Egypt, defining and developing the HR strategy (and medium term implementation plan) for the health service. 

From 31 July 2004 to 15 January 2005, he worked on a World Bank project in the Ministry of Health in Bulgaria developing a "Labor stratgey for health". This project was completed early in 2005. 

He worked in East Timor (29 November 2004 - 31 January 2005) as the EC Team Leader and district health planner/HRD specialist on the Joint EC/World Bank mission "Evaluation of the health sector investment programme in East Timor". 

Stuart was previously the Team Leader of a EAR Project in Serbia (1 August 2003 - 14 April 2004). The project aimed to build capacity in Public Health in the Ministry of Health, the Institutes of Public Health, and helped the Belgrade Medical School to create and develop a Centre - School of Public Health. 

Prior to that he worked as Team Leader and Institutional Planning expert in the Ministry of Health and Population based in the Arab Republic of Egypt, (1 February - 15 August 2003) profiling the health needs of the population and developing district level health plans in Suez and Qena Governorates. 

At the end of 2002 he undertook the mid-term review of the European Commission's 1999 Food Security Programme in Albania. 

Previously he was the resident Team Leader of a DFID project in the Ministry of Health in Croatia. Prior to that he was Team Leader of the public information campaign for the new primary health care system in Bulgaria. During 2001, prior to moving to Bulgaria, he worked in Sri Lanka, the Gambia and NW Russia. 

During a four month period between March and June 2001 Stuart worked for the EC in the Gambia. He advised the Secretary of State for Education of the Republic of the Gambia on education policy matters concerned with the formulation of the Technical and Vocational Education Training (TVET) Policy Management Framework and Implementation Plan. 

Between January 2001 and the end of May 2001, he advised the Asian Development Bank project "Strengthening of Public Sector Expenditure Management Systems" within the Ministry of Finance and Planning of the Government of the Democratic Socialist Republic of Sri Lanka. 

During the latter part of the year 2000, Stuart provided technical assistance on behalf of the Dutch Government as special advisor to prepare and negotiate project terms of reference for the bilateral aid project "EU Enlargement in Poland". 

Between 1 March 1999 and 30 November 2000, Stuart worked for PwC as the resident project manager/team leader and EU Policy Adviser to the Government of the Republic of Lithuania. 

His responsibilities included overall project and financial management of a multi-national multi-disciplinary team of over seventy (70) foreign and local experts. 

This project (value 2,6 M EUR) involved implementation of eight sub-projects including policy development and legal reform, public administration reform, institutional reform and capacity building, sectoral planning, information systems development, human resources management, management development and training, a major procurement for supplies and services, team development, curricula development, staff training, skills transfer, the reform of health sector expenditure, and public relations. 

His previous experience includes two years with PwC as team leader/ resident project manager and EU Policy Advisor on a EU funded PHARE programme in the Republic of Estonia. In that capacity he was responsible for providing policy advice to the Ministry of Social Affairs on policy development and sectoral planning. 

During that time he managed the 1,5 MECU value EU PHARE project "Integrated support to Health Sector Reform in Estonia".  His responsibilities included overall management, including financial management, of a large multi-national multi-disciplinary team of EU and local experts working on eight components including policy development, management development, legal and institutional reform, and public relations.

From the beginning of 1997 until starting work as a team leader in NW Russia (June 2001), Stuart worked for PricewaterhouseCoopers (PwC) on a number of projects.
