Republic of Bulgaria Between 1 July 2004 and 15 January 2005 Stuart worked in Bulgaria on a World Bank funded project, managed by BearingPoint of the US, to develop the "Labor Stratgey in Health" in Bulgaria.


Republic of Serbia and Montengro Between 15 August 2003 and 14 April 2004, Stuart worked in Serbia on a EC funded project, managed by EAR, to reform the public health sector in Serbia. This included major procurement services and renovation of buildings to create a school of Public Health.


Republic of Croatia Between March 2002 and March 2003, Stuart was the team leader of the DFID project "Capacity Building in the Ministry of Health - Croatia".


Republic of Albania Between 30 October 2002 and 30 November 2002 Stuart was working in Albania carrying out the mid-term review of the European Commission 1999 Food Security Programme in Albania.


Republic of Bulgaria Between 1 November 2001 and February 2002 he was working in Bulgaria on a World Bank funded project "Design of a Public Information Campaign for the new primary health care system" for the National Health Insurance Fund in Bulgaria.


Russian Federation Between 1 May 2001 and 31 October 2001 he worked as resident EU health policy advisor/project manager and team leader of the TACIS "NW Russia - Health Replication" project. Stuart worked in Moscow, Kaliningrad, Murmansk and Arkhangelsk

World Bank/International Development Agency funded basic health project.  Preparing project proposal and project management for PricewaterhouseCoopers LLP.

Republic of Lithuania 1 March 99 - 30 November 2000
Contracted as an international consultant with PricewaterhouseCoopers (PwC) (London office).  PwC were in consortium with EPOS and NSPH.  Appointed as Resident Project Manager/Team Leader and EU Policy Advisor/Management Development Adviser to the Ministry of Health of the Republic of Lithuania.  Stuart also held the appointment of Chief Executive of the GP Fund.  Total project value 2.6 M EUR


Republic of Poland 17 August 00 - 31 October 00
Appointed by Senter International on behalf of the Dutch Government as special advisor to prepare and negotiate terms of reference with the Minister of Health in Poland for the bilateral aid project "EU Enlargement in Poland".


Confederation of Bosnia-Herzegovina and Republic of Srpska 4 - 12 September 99
World Bank International Conference on co-ordination of donor assistance (particularly in a post conflict situation) and institutional reform.  Major items discussed included donor co-ordination, project management, project design, concept, rationale, and implementation according to strategic objectives and guidelines of the World Bank and EU.

Republic of Estonia 3 Feb 1997 to 31 July 1998 - Tallinn, Estonia. 
Resident Team Leader/local project manager and EU Policy/Strategy Advisor, EU PHARE - "Integrated Support to Health Sector Reforms" project (1.5M ECU).  Close collaboration with EU, WHO and World Bank.  Working for PricewaterhouseCoopers (PwC) (London office), in consortium with NSPH, managing a large multi-national team of EU and Estonian local experts.  Duties involved providing policy advice on institutional reform, managing and leading the IM&IT component, the management development component, managing three major PR campaigns (Estonian and Russian language media elements), the finance component, the health policy component, and managing all procurement and contract activities and the HR function.
